The patenting system in U.S., when first introduced in 1790, came under Thomas Jefferson’s administration. Records indicate that he examined all applications for patents, and hence was the first “Examiner”. At the time, there was a Superintendent of patents. Only in 1836, the system was revamped and a position of Commissioner of patents was created. The then Superintendent of Patents, Henry L. Ellsworth became the first Commissioner of Patents.

The first official Examiner of Patents was Charles M. Keller.
