Records indicate that he examined all applications for patents, and hence was the first “Examiner”. At the time, there was a Superintendent of patents. Only in 1836, the system was revamped and a position of Commissioner of patents was created. The then Superintendent of Patents, Henry L. Ellsworth became the first Commissioner of Patents.
